Performance Management Sub Group
The Performance Management Sub Group (PMSG) brings together representatives from key statutory organisations to identify both quantitative and qualitative safeguarding performance. By doing so, Leeds Safeguarding Children Board (LSCB) will gain a good understanding and oversight of the performance by all organisations that work with children. The LSCB will in turn use this information to drive up standards to improve the quality of services and outcomes for children and young people in Leeds.
To do this, the sub group can be seen as having two key components:

Performance Data Analysis
The monitoring of key safeguarding performance data helps provide the board with an overview of the ‘health’ of safeguarding systems within our partner organisations. The PMSG brings together this information to provide oversight of how these systems interact and work together in providing services to children and young people.
The monitoring and analysis of this safeguarding performance data is done through a performance framework that is analysed by the PMSG. This is then brought together in the form of a report and presented to the LSCB every three months.

Audits
Audits provide the LSCB with information on the quality of services that are offered to children, young people and their families. This deeper understanding of a child’s journey through these systems allow the LSCB greater knowledge of the child protection process. This can entail a multi-agency audit group pro-actively analysing case files, child protection systems or interviewing professionals about practice.
The current LSCB audit programme has six strands to it

(S1)To quality assure and audit the impact and outcomes for children and young people subject to child protection plans.

(S2) To audit compliance with timescales for calling child protection conferences, reviews and core groups and identifying reasons for delay.

(S3) To quality assure and audit the impact and outcomes of Child Care Plans for Looked After Children, including the quality of participation in LAC Reviews.

(S4) To audit the effectiveness of the practice against policy on safeguarding outcomes for the children of teenage parents who have been referred to the Leeds Teenage and Pregnancy Pathway.

(S5) To audit (a) the effectiveness of revised care and control policies in Special Inclusion Learning Centres (SILCs) and (b) when brought to the local authority’s attention, the outcomes for children where independent advocates are provided when complaints are made by parents and children.

(S6) To audit the extent to which the views of children and families inform agencies’ service development regarding the safeguarding and promotion of children and young people’s welfare.
Section 11 Audit
The LSCB also audits organisations arrangements to safeguard and promote the welfare of children under Section 11 of the Children Act 2004.
